Why Paraguay
Paraguay's economy runs on fiscal discipline: a flat 10% corporate income tax on profits, a general 10% VAT, and a territorial tax regime that only taxes income earned inside the country, so your wealth elsewhere stays untouched, with no inheritance, wealth or gift tax on top. Dividend distributions carry their own withholding on top of that (lower for residents than for non-residents), so the effective burden on profits you remit abroad is not the same as on profits you reinvest here. Law No. 7548/2025 adds further incentives for larger projects, including exemptions on dividends and profit remittances above a certain investment size. Frequently asked questions
Can foreigners buy property or farmland in Paraguay?
Yes. Foreigners have the same property rights as Paraguayan citizens and can own real estate or farmland outright, in their own name or through a local company — with one specific exception: buying farmland inside the border security zone is restricted to citizens of neighbouring countries. Outside that zone, and in urban areas like Asunción, no such restriction applies.
What tax regime applies to my investment?
Paraguay taxes only income earned within the country. Corporate profits pay a flat 10% corporate income tax and the general VAT rate is 10%; dividend distributions carry their own withholding on top, lower for residents than for non-residents. There is no inheritance, wealth or gift tax. Larger projects can also apply for the incentives under Law No. 7548/2025.
Is there a minimum investment to access the Law 7548/2025 benefits?
You can invest any amount. Projects starting around USD 500,000 already qualify for base-tier benefits (duty-free capital equipment imports, fiscal credits), while the most significant exemptions — a full 10-year exemption on dividends and on interest from foreign project financing — are reserved for projects starting at USD 13 million.
Can I move my capital and profits freely?
Yes. Paraguay has no exchange controls, so you can move capital and profits in and out of the country in US dollars or euros through the regular banking system.
